We split the English text of proposal COM(2026) 590 into articles and paragraphs and translated it with the European Commission's machine translation service eTranslation (EU formal style), which is trained on the EUR-Lex translation memories. The output then went through automated clean-up (numbering of points, alignment of terminology with the language versions of Directives 2014/23/EU, 2014/24/EU and 2014/25/EU) and manual editing wherever several key terms meet in one paragraph. It is not a translation by a lawyer or a professional translator and it is not legally binding. The English text prevails; the Commission will publish the official language versions on EUR-Lex later.
The proposal introduces a new umbrella term, public buyer, covering both contracting authorities (under Directive 2014/24/EU) and contracting entities (in the water, energy, transport and postal services sectors under Directive 2014/25/EU). In Czech, machine translation rendered public buyer as „veřejný zadavatel“, which clashes with the established meaning of that term. We therefore used the same three-tier structure as the Czech Public Procurement Act and aligned the other languages to it:

In Slovak, „obstarávateľ“ is reserved in the Public Procurement Act for sectoral buyers; for this translation we used it as the umbrella term and called sectoral buyers „sektorový obstarávateľ“, so that the structure matches the Czech version. German has the same structure in the GWB (Auftraggeber, öffentlicher Auftraggeber, Sektorenauftraggeber), but machine translation did not follow it, so it was aligned in the same way. In Polish the translation engine itself distinguished all three terms (nabywca publiczny, instytucja zamawiająca, podmiot zamawiający, following the Polish version of the directives), so they were left unchanged; only “wykonawca” for economic operator was unified.
A source marked “Directive…, Czech version” refers to the official Czech language version of that directive on EUR-Lex. Terms highlighted in yellow are new terms of the proposal whose translation is not settled yet and may change.
