Miestna a regionálna administratívna spoluprácaNahrádza: ods. 1 smernice 2014/23/EU · , 2 ods.2 smernice 2014/24/EU
1. Toto nariadenie sa neuplatňuje, ak si regionálne alebo miestne orgány navzájom poveria plnením úloh, ktoré im prináležia, alebo na tento účel navzájom využívajú vlastné zdroje, a to aj výmenou len za odmenu, za predpokladu, že túto úlohu vykonávajú z vlastných zdrojov. Na účely tohto článku vlastné zdroje nezahŕňajú tovar, ktorý ešte nebol nadobudnutý, ani služby, ktoré jednému zo zúčastnených miestnych alebo regionálnych orgánov poskytujú hospodárske subjekty alebo právnické osoby poverené podľa článku 80 ods. 1, 2 a 3.
2. Na účely tohto článku pojem „regionálne orgány“ zahŕňa orgány, ktorých neúplný zoznam je uvedený v NUTS 1 a NUTS 2, ako sa uvádza v nariadení (ES) č. 1059/2003 57, zatiaľ čo pojem „miestne orgány“ zahŕňa všetky orgány administratívnych jednotiek, ktoré patria do NUTS 3, a menších administratívnych jednotiek, ako sa uvádza v uvedenom nariadení.

Article 82
Local and regional administrative cooperationReplaces: Para. 1 Directive 2014/23/EU · , 2 Para.2 Directive 2014/24/EU
1. This Regulation does not apply where regional or local authorities entrust each other with the performance of tasks incumbent on them, or use each other’s own resources for that purpose, including in exchange for remuneration only, provided that they perform the task by own resources. For the purposes of this Article, own resources do not include goods not yet acquired or services that are being provided to one of the participating local or regional authorities by economic operators or legal persons entrusted pursuant to Article 80(1), (2) and (3).
2. For the purpose of this Article, ‘regional authorities’ includes authorities listed non-exhaustively in NUTS 1 and NUTS 2, as referred to in Regulation (EC) No 1059/200357, while ‘local authorities’ includes all authorities of the administrative units falling under NUTS 3 and smaller administrative units, as referred to in that Regulation.
